There is an end of a tube that dangles under the rear of the engine near the side stand. Why is it capped off?

This tube is from both the crank case and air-cleaner case. It is a breather tube and becomes full of deposits during use. It should be emptied during a regular service and may need more frequent cleaning if ridden frequently in the rain, after washing or after the motorcycle has been dropped!!!
